A homeless puppy, being held at California’s San Bernardino City Animal Control, is so scared that he has to be carried. On Wednesday, the pup’s advocate posted photos and a video to Facebook:

This 1 year old Hugo wants so bad to trust and have and be a friend . Kelly Sandoval got out today for visit and had to carry from place to place!
