St. Louis resident Parker the dog frolicked around after a winter storm dumped up to a foot of snow on the Missouri city by morning on January 12. The National Weather Service said between eight and 12 inches of snow fell on St. Louis, while more than 15 inches was reported in Fulton, about 100 miles west of the city, by 9am. The Missouri State Highway Patrol reported four fatalities and 723 crashes as a result of the heavy snowfall across the state.
